Heather Z. Cooper, Chief Judge of the United States Bankruptcy Court for the District of Vermont was appointed by the United States Court of Appeals for the Second Circuit on March 14, 2022. Judge Cooper received her J.D. degree from South Texas College of Law, magna cum laude, in 1998 and began her legal career as a briefing attorney to Justice David L. Richards of the Texas Court of Appeals, Second District. She then entered private practice in Houston, Texas followed by Boston, Massachusetts. In 2004, Judge Cooper relocated to Vermont where she served as a law clerk for Bankruptcy Judge Colleen A. Brown (Ret.). In 2006, Judge Cooper joined the firm Facey Goss & McPhee in Rutland, Vermont where she practiced until her appointment in 2022.Judge Cooper is a member of the Texas, Massachusetts and Vermont Bar Associations, the Federal Bar Council, National Conference of Bankruptcy Judges, American Bankruptcy Institute, and National Association of Bankruptcy Trustees. She serves as a member of the Human Resources Advisory Council of the Administrative Office of the U.S. Courts and various Second Circuit committees.
Judge Cooper is a frequent lecturer at national conferences on bankruptcy-related issues.
